The Google Maps Platform terms restrict creating content from Google Maps content and exporting it for use outside Google. Zones traced on the satellite map are such content. The PDF and DXF made from a map project contain only your own geometry (no imagery), but whether exporting is allowed under your Google agreement is your decision.
